Who should determine the future of Devens?

There are approximately 100 voters in Devens, most all of which would prefer that Devens become its own town. Who do you think should determine the future of Devens, those who live there or voters in Ayer, Harvard and Shirley, the towns from which the land was taken to build Fort Devens?
