Sure, who wouldn't? The problem is what kinds of small businesses are allowed. Do the economic plusses outweigh the potential minusses of a business that doesn't fit the community's profile? IE, strip joints make a lot of money and can be taxed to create great revenue for the town, but I'm not sure one would go well in Shirley or Townsend.
